Is Maryland Really A Sex Offender Friendly State?

I keep hearing over and over again from both Jewish and Catholic survivors that the state of Maryland is one of the worst four states in the country when it comes to protecting the rights of our children. Some believe that the state of Maryland is really ran by the Vatican.

Recently there was a slew of articles discussing the fact that Michael Jackson was looking at property on Maryland's eastern shore. Does he know how poor the laws are in this state for children and how great they are for both alleged and convicted sex offenders?
